429 THE TRAFFIC (AMENDMENT) BILL, 2010 A Bill for AN ACT of Parliament to amend the Traffic Act to provide for the registration of personalized number plates for motor vehicles, and for connected purposes ENACTED by the Parliament of Kenya, as follows 1.
This Act may be cited as the Traffic (Amendment) Citation.
Act, 2010 and shall come into operation on such date as the Minister may, by notice in the Gazette, appoint which date shall not exceed ninety days from the date of publication.

Section 12 of the Traffic Act is amended by Amendment of section 12 of Cap renumbering the existing provision as subsection (1) and 403.
inserting a new subsection as follows (2) Notwithstanding subsection (1), the prescription of the design, colour and identification plate under this section shall make provision for a person to be issued with personalized identification plates bearing his name, initials or such other features as may be prescribed upon payment www.kenyalaw.org of a prescribed fee in addition to the fee payable for registration.
430 The Traffic (Amendment) Bill, 2010 MEMORANDUM OF OBJECTS AND REASONS The principle object of this Bill is to amend the Traffic Act (Cap.
403) to enable the Registrar of Motor Vehicles to issue personalized identification plates to an applicant bearing the applicants name, initials or such other features as may be prescribed.
This applicant for a personalized registration plate will be required to pay an additional fee over and above that payable for ordinary registration.
The enactment of this Bill will lead to (a) increased levels of revenue for the Government; (b) increased opportunities for citizens to contribute financially to noble causes such as environmental conservation and other charitable causes; (c) increased exercise of freedom of choice by persons with disposable income to satisfy their taste or style.
The enactment of this Bill shall not occasion additional expenditure of public funds.
